Silly question. I always see license plates with VE3XXX (spaces). Does this have something to do with radio operators??

Yes! Also not a silly question. That's the person's call sign. Like CKVR for tv we are required to use it as station identification.

We get to use it as a custom plate because Industry Canada says so.

I know in the past, that custom plate cost ham'rs nothing. Is that still the case?

Unfortunately in Ontario it now costs.

Have been licensed since I was 14 years old (1980) however haven't been active in many years between moving around and hotrods the radio hobby took a back burner for a while.
